About RRCD: Rationale and Origin

Computer-based reference services have now become a basic requirement for the academic community. The journals published in India and other developing countries are not, however, adequately covered in the international packages. The CSG made a beginning to bridge this gap way back in the early ‘eighties. CSG created two databases by indexing the contents of a few important economic journals and articles and reports published in select Indian newspapers primarily to meet its own research needs.

Based on the feedback from fellow academics and in a spirit to promote informed discussions on developmental issues among policy analysts, CSG started sharing this novel utility with others. To begin with, researchers were provided search results from the databases as printouts and through e-mail. ISID carried this further and published the indexes of select economic journals. Two volumes covering Economic and Political Weekly and Sixteen Economic Journals were released at the Annual Conferences of the Indian Economic Association held at Gwalior (1996) and Hyderabad (1997) respectively. The Indian Economic Association Trust for Research & Development sponsored these publications. The Volume on the Indian Journal of Labour Economics was released at the Trivandrum Conference of the Indian Society of Labour Economics (1998).

Due to their proven utility for researchers, teachers, students and other academics, these databases were made available to the academic community through the Institute’s website. The necessary infrastructure for the website was provided by the National Informatics Centre. The University Grants Commission also extended its support to this effort. Gradually, the coverage of the databases has got enlarged to include journals from the fields of education, sociology, management and inter-disciplinary areas. Consequently, from a single journal in mid-eighties, the coverage has now expanded to 125 journals.

While the number of researchers having access to personal computers both at offices and at homes has been increasing, access to internet in India is yet limited, slow and costly. Therefore, many users are not able to take full advantage of the facility offered by the Institute’s website. In order to make this important reference tool available to researchers and students at an affordable cost, ISID put these databases together with other useful documents and information in a self-programmed Compact Disc (CD), called the ISID Research Reference CD (RRCD). The RRCD Version 1.0 was formally released on April 07, 2001 by Shri Yashwant Sinha, the then Union Finance Minister of India.

Features

Compiled and abstracted in an easily searchable format, the RRCD is a comprehensive index of:

  • Articles, discussion notes, editorials and reports appearing in 125 Indian journals (See Annexure 1) in the fields of economics, finance, management, political science, education, health, environment, sociology, etc. Barring very few exceptions, each journal is covered from its very first Volume. It contains around 1,40,000 references.
    • Journal references have essential identification particulars viz name(s) of author(s), title, name of the journal, year, volume, issue and the starting page number.
    • Efforts have been made to cover references from all the issues available up to 15th December 2006. However, some unavoidable gaps do exist.
    • To respect intellectual property rights the journal reference database does not contain full text of the articles. It is our understanding that most of the journals covered here would be available in academic and public libraries. To help the users to get in touch with the publishers of these journals, the CD provides, for each journal, the name of the publisher, contact address, telephone numbers and website, if any.
  • Index to signed articles, editorials and write-ups, published in 15 English language newspapers (See Annexure 2) during January 1990 to December 2006. The database contains around 8,50,000 entries.
    • Each entry has a title, name of the author, name of the newspaper and date of publication.
    • Most libraries keep back-files of newspapers. After identifying the references one can possibly get copies of the articles from these files. ISID has been maintaining Press Clipping Files for more than two decades. Users can refer to these files at the Institute’s Library, with prior arrangement.
  • Select Policy Documents (See Annexure 3) like Union Budget Speeches, General Review chapters of the Economic Survey, Five Year Plans and key statistics on the Indian Economy and Global Development Indicators (See Annexure 4).
    • A select set of national policies relating to industry, agriculture, education, aviation, etc and statistical tables are provided in full-text form as a source of quick reference. The users may like to refer to the original documents for further details.
  • Website addresses of important institutions and organisations (See Annexure 5).
    • Many institutions and organisations offer free downloading of their working papers, reports and even some publications from their websites. Similarly, Ministries and Government Departments offer rich reference material in the form of Annual Reports, Committee Reports, Press Releases, Policy Statements, etc. For students of social sciences and policy analysts these are invaluable sources of information. The RRCD provides important and useful website addresses for quick and easy identification of the websites. The users may occasionally find the links not working or not responding in the first few attempts. A possible reason for this could be a change of the service provider.

Encouraged by the response to RRCD from scholars, M.Phil./Ph.D. students, teachers, media persons, policy analysts, financial institutions, government officials and NGOs, the Institute has been bringing out an updated version every year in the month of December. Version 4.0, in addition to enlarging its contents, brings up-to-date journals and other information already covered in the earlier releases.

Search Utility

Search can be made either on an author's name or on a string (sequence of any characters) in the titles of the references(See Annexure 6). Search results are displayed in reverse chronological order so that one can view the latest references first. The advantage of 'string' is that it obviates the need for pre-classification and gives the user full freedom to search among all the references by choosing strings/words which describe the subject under consideration.

The search is not case sensitive. The programme automatically capitalizes the search strings. Author(s) names have not been standardised to avoid improper identification. The search results can easily be printed/ saved to the floppy/hard disk.
